  • ADMINISTRATIVE/ BIOGRAPHICAL HISTORY

    A body known as the Australian Council for the Defence of Government Schools was set up in Victoria in late 1964. It continued until April 1967, when the Council for the Defence of Government Schools (Victorian Branch) was created. D.O.G.S. (N.S.W.) was formed on 18 July 1969 out of an initiative from its Victorian counterpart to start branches in other states.

    D.O.G.S. (N.S.W.) sought to promote the continued well-being and advancement of the Government school system, and to promote active and unqualified opposition to the use of public moneys for non-Government schools. It fielded candidates in the 1969 Federal election. The founding President was Allan Horton and the founding Secretary was Kath Taylor.

    In the 1970s D.O.G.S. (N.S.W.) supported the Victorian Branch, which with 26 other plaintiffs, mounted a challenge in the High Court of Australia as to the validity of State Aid legislation. However, in 1981 the High Court ruled, by a majority of six to one, the dissentient being Mr Justice Murphy, that, in the words of Chief Justice Barwick, 'The statutes attacked in the action are valid laws of the Commonwealth and not in any wise in breach of Section 116'.

    In 1987 D.O.G.S. (N.S.W.) made a submission on the proposed amendment to Section 116 of the Australian Constitution to the Constitutional Commission. In the same year the Branch established and funded an essay competition for public school students as a memorial to two of its founding members, Joyce Jones, Secretary for over a decade, and Rose Urquhart, long-standing Executive member.

    D.O.G.S. (N.S.W.) wound up its affairs in 1989.
