Lt. Weigall was promoted to that rank on 1 Oct 1887 and commissioned on HMS Penguin on 1 March 1893. The Navy list lists him on HMS Penguin until Dec. 1895, gives no ship against his name in 1896. In 1898 he was commissioned on board the Waterwitch
