Jack Small began playing basketball in 1927. He had a long association with the YMCA of Sydney in its gymnastics and basketball teams and as a member of its Board of Directors. When the City of Sydney Basketball Association was formed in 1939 Jack Small became its foundation President, a position he held until 1960. From 1955 to 1974 Jack Small was President of the Amateur Basketball Association of New South Wales, later the NSW Basketball Association.
Jack Small had a long term interest in the history of basketball. He collected many of the records from which a history of the NSW Basketball Association was compiled. He was also a principal contributor to the history, which was published in 1990.
