  • ADMINISTRATIVE/ BIOGRAPHICAL HISTORY

    E. E. S. Clayton was born in 1896. He was educated at Hurlstone Agricultural High School, Sydney, followed by Hawkesbury Agricultural College, and he joined the Department of Agriculture in 1915. The First World War interrupted his life when, in 1915, he enlisted in the Australian Light Horse and served in Egypt and Palestine. Upon his return to Sydney he was appointed experimentalist in the Department of Agriculture, then agricultural instructor on the New South Wales north coast. He was appointed a senior agricultural instructor in the Riverina and South-Western Slopes. In 1925 he became senior experimentalist in charge of field experiments on Government farms. Early in his career Clayton became aware of land degradation and recognised the need for erosion control with Australian soils. In the 1930s a government committee was established to investigate this problem and it nominated Clayton to study overseas methods, especially those used in the United States of America. The result was the Soil Conservation Act of 1938 which established the Soil Conservation Service of N.S.W.. Clayton was appointed its first director, then inaugural Commissioner. He held the post for 23 years. He also held the posts of Deputy Chairman of the Catchment Areas Protection Board and Foundation Member of the Kosciusko State Park Trust. His service in the field of soil erosion and control was recognised in 1976 when he was created a member of the Order of Australia. In 1984 he received the inaugural McKell Medal for outstanding contribution to soil and land conservation in Australia.
