From 1879-1882 correspondence covers the organisation of the Colonial Defence Commission and colonial defences. While Lord Lieutenant of Ireland, 1885-1886, he corresponded about denominational education in Australia.

Henry Howard Molyneux Herbert, 4th Earl of Carnarvon, was Under-Secretary of State for the Colonies, 1858-1859, Secretary of State for the Colonies, 1866-1867 and 1874-1878. In 1879 he was appointed Chairman of the Colonial Defence Commission.
