Philip Henry Morton was born at Numbaa in the Shoalhaven area of NSW, son of Henry Gordon and Jane Morton. His father Henry Morton was manager of the Berry Estate in the Shoalhaven district. Philip Morton was educated at Numbaa and entered the Commercial Banking Co. in 1877, leaving the bank in 1886 to join his father in managing the Berry Estate. He became managing director of Gloucester, Eton Vale and Bannockburn Closer Settlement estates and was a part-owner in dairy studs and other properties in NSW and Qld. where he raised cattle and engaged in the dairying industry. He held a number of directorships and was involved in the Royal Agricultural Society and Shoalhaven Agricultural Society. His brothers Mark Fairles Morton (1865-1938) and Henry Douglas Morton (1867-1932) were both elected to the NSW Legislative Assembly. Philip Morton was elected member of the NSW Legislative Assembly for the seat of Shoalhaven (later named The Shoalhaven) from 1889 to 1898.
