George Clarke (1932-2005) was born in Sydney and studied architecture at the University of Sydney, graduating in 1953. He worked as a regional planner between 1954 and 1956 for the Cumberland County Council and studied under Denis Winston, Australia's first planning professor.

In 1956 Clarke received an Italian Government scholarship to study at Urbanistica. After leaving Australia he travelled, studied and worked in Italy, England, and the United States before returning to Ausralia in 1960 with a Graduate Diploma in Town Planning from the University of London (1957) and a Master of City Planning from Massachusetts Institute of Technology (1959).

Clark co-founded Clarke Gazzard Urban Systems with architect Don Gazzard in 1960. During this period, and continuing until 1978, clarke had offices in every state, and consultancies in Iran, Maruitius, and Papua New Guinea.

The best known of projects from this period was the City of Sydney Strategic Plan (1971-77) produced for the Civic Reform team then controlling the Sydney City Council. His other projects included the first Adelaide Five Year Plan (1974), the Blue Mountains Regional Strategy Plan (1973-75), and Battery Point Conservation Plan (1968-69), and the Gold coast Region Strategic Plan (1967-69).

Clarke broke with Gazzard in 1979, lived for several years in Bali and worked in many countries including Brunei, Indonesia, Japan, Somalia, Tuvalu, and Zimbabwe. He returned to Sydney in the mid 1980s and worked as an urban planning consultant for the public and private sectors (1987-1990).

The City of Sydney Council has established a $1000 annual prize in Clarke's name for a Bachelor of Planning trainee.
