Joseph Hamilton Strong and Karl Reginald Cramp were on the staff of the Department of Public Instruction. The site bounded by Bridge, Young, Bent and Loftus Streets was occupied as offices for the Colonial Secretary's Department until 1882 when it was handed over to the Department of Public Instruction
