In March 1978, the Queensland Government announced its intention of assuming control over the Aurukun and Mornington Island Aboriginal communities which had previously been managed by the Uniting Church. After intervention by the Commonwealth Government, an agreement was reached between it and the Queensland Government whereby the Queensland Government would legislate to set up two new shires of Aurukun and Mornington Island
