Clem Millward was born in Melbourne in 1929 and spent his childhood in Western Australia before undertaking studies at East Sydney Technical College and at the Julian Ashton School in Sydney. He won a student scholarship from the Romanian Government and studied in Bucharest. He was a finalist in the 1958 Art Gallery of New South Wales Archibald and 1966 Sulman competitions and won the 1973 Wynne Award.

Clem Millward wass commissioned by waterfront and coal safety committees to design posters for display in workplaces. A new poster was produced every few months, often following a recent workplace incident ot injury that had occurred.
